Summary 
The Housing Choice Voucher Specialist performs responsible technical and administrative work assisting with the coordination and daily operation of the Housing Choice Voucher (HCV) Program in accordance with HUD regulations and Beaufort Housing Authority policies. The position supports lease execution, rent calculations, annual and interim reexaminations, utility allowance maintenance, landlord payments, and HUD reporting. Work is performed in a high-volume, detail-oriented environment requiring strong organizational skills, sound judgment, attention to detail, and the ability to interact professionally with program participants, landlords, and community partners.

Essential Duties and Responsibilities 
The Housing Choice Voucher Specialist assists with the administration of the Housing Choice Voucher Program, including but not limited to the following:

  • Assists with receiving and processing applications from individuals and families requesting rental assistance when the waiting list is open and places eligible applicants on the waiting list.
  • Interviews applicants and conducts briefing sessions for eligible families regarding rental assistance programs and program requirements.
  • Meets with property owners and program participants to execute required program documentation and leases.
  • Reviews leases between eligible housing applicants and property owners participating in the Housing Choice Voucher and Tenant-Based Rental Assistance (TBRA) programs.
  • Contacts employers, financial institutions, and governmental agencies to verify income, assets, and citizenship or eligible non-citizen status.
  • Performs criminal background checks and credit reports as required.
  • Calculates rental payments and utility allowances in accordance with HUD regulations, local fair market rents, and applicant income.
  • Assists with contacting prospective and/or current property owners to negotiate rents and ensure rent reasonableness.
  • Conducts annual and interim recertification interviews with program participants and updates household information as required.
  • Prepares and processes monthly Housing Choice Voucher transactions, including move-ins, move-outs, re-certifications, and terminations, for submission to HUD systems.
  • Assists with transmitting HUD-50058 family reports and correcting errors using HUD reporting systems.
  • Assists with maintaining ledgers, files, and supporting documentation related to program activities and landlord payments.
  • Assists with receiving, investigating, and resolving resident and/or landlord concerns related to housing conditions, maintenance issues, or lease violations.
  • Assists with termination proceedings for failure to comply with program regulations or lease provisions.
  • Assists with portability processing for incoming and outgoing families transferring vouchers.
  • Maintains and updates waiting lists in accordance with HUD and agency requirements.
  • Assists with organizing, maintaining, and purging program files and records in compliance with retention requirements.
  • Assists with conducting annual rent reasonableness studies and utility allowance updates.
  • Refers residents and applicants to appropriate community resource programs when necessary.
  • Remains current on assisted housing regulations, HUD requirements, landlord-tenant law, and related issues.
  • Occasionally conducts housing unit inspections when necessary.
  • Performs other related duties as assigned.

Required Skills

  1. Considerable knowledge of HUD Housing Choice Voucher program regulations and guidelines, including SEMAP criteria and indicators.
  2. Knowledge of Beaufort Housing Authority Administrative Plan governing the Housing Choice Voucher Program.
  3. Knowledge of HUD Housing Quality Standards (HQS).
  4. Knowledge of South Carolina Landlord/Tenant Law, local housing ordinances, and building codes.
  5. Knowledge of rent reasonableness methodologies and utility allowance determinations.
  6. Knowledge of acceptable accounting and bookkeeping practices, including internal controls and reconciliation of funds.
  7. Ability to accurately perform mathematical calculations related to rent and subsidy determinations.
  8. Ability to organize and maintain detailed financial and narrative records while ensuring confidentiality of protected information.
  9. Ability to communicate effectively both orally and in writing.
  10. Ability to establish and maintain effective working relationships with residents, landlords, service providers, staff, and the public.
  11. Strong organizational, interpersonal, decision-making, and time-management skills.
  12. Ability to plan and organize daily activities and meet established deadlines.

Physical Effort 
The position is primarily performed in an office environment. The employee must be able to sit and/or stand for extended periods, operate standard office equipment, and occasionally lift or carry objects weighing up to twenty (20) pounds. The employee must be able to bend, stoop, crouch, and perform repetitive hand movements as required to complete job duties.

Minimum Qualifications 
Graduation from an accredited two-year college or university with an Associate's Degree in public administration, business administration, social services, or a related field, preferably supplemented by experience in property management or assisted housing. An equivalent combination of education and experience may be considered. Experience working with individuals from diverse socio-economic backgrounds is required.

Necessary Special Requirements 
Possession of a valid South Carolina driver's license and the ability to be insured at standard vehicle liability rates.
Housing Choice Voucher Specialist Certification required within twenty-four (24) months of hire.

Other Requirements 
Must pass a background check and drug test. The position is considered "safety sensitive" and is subject to random testing.
