Summary
The primary purpose of this position is to provide overall maintenance to assigned site(s) and to perform a variety of work in the maintenance and repair of assigned buildings, facilities, and related equipment to ensure safe, sanitary, and secure housing environments for tenants.

All activities must support Beaufort Housing Authority's (BHA) mission, strategic goals, and objectives.

Essential Duties and Responsibilities 
The position duties and responsibilities listed below describe the general nature and scope of work.  Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Troubleshoots and repairs various types of heating and cooling systems.
  • Skilled repair activities in carpentry, appliance repair, electrical repair, plumbing repair, sheet rock repair, and related preventive maintenance activities.
  • Performs landscaping duties and prepares vacant apartments for occupancy when necessary.
  • Cleans, troubleshoots, and repairs gas and electric appliances including stoves, refrigerators, hot water heaters, etc.
  • Repairs and/or replaces doors, doorknobs, and locks.
  • Installs and/or replaces ceramic tile, floor tile and linoleum.
  • Diagnoses and repairs interior and/or exterior water leaks.
  • Cleans parking lots, sidewalks and common areas and removes trash and debris as necessary.
  • Replaces and/or repairs electrical outlets, receptacles, and switches.
  • Replaces broken concrete in sidewalks and driveways.
  • Repairs broken windows and screens and repairs vinyl siding and soffit.
  • Repairs and/or replaces copper, galvanized, or PVC pipes, valves, and other plumbing fixtures.
  • Assists with determining routine and preventive maintenance needs and priorities.
  • Unstop sewer lines using electrical or handheld augers.
  • Maintains a daily log of all maintenance activities to ensure the proper allocation of time and materials to each property and fills out work orders upon completion of each assignment.
  • Digs holes and trenches in preparation for work to be done by contractors and/or other maintenance personnel.
  • Repairs, removes and/or replaces, gas cooking ranges, thermostats and controls and cleans and adjusts flues, burners, and pilots to ensure safe and proper combustion.
  • Lifts, loads, and unloads heavy objects such as stoves, refrigerators, water heaters, etc.
  • Installs and inspects smoke detectors as needed.
  • Inspects apartments to determine needed repairs and cleaning needs.
  • Cleans and prepares apartments and single-family homes for occupancy after the previous resident has vacated the unit.
  • Assists with training new maintenance staff when required.
  • Repairs mechanical equipment including shop equipment, power tools, hand tools, hedge trimmers, etc. and ensures that all maintenance equipment and machinery are properly maintained.
  • Cleans up debris after performing repair activities and removes garbage and other debris from common areas.
  • Checks the exterior lighting in neighborhoods and fire extinguishers in accordance with established schedules.
  • Keeps all vehicles, tools, and equipment in good operating order.
  • In rotation for after hours and subject to being called to work in the event of significant maintenance emergencies.

Job Competencies

  • Knowledge of one or more of the following technical areas: welding, painting, residential construction, roofing, masonry, landscaping, or air conditioning/refrigeration.
  • Knowledge of the hazards and safety precautions associated with all maintenance activities including the proper use of respirators, safety equipment, lock out procedures and the use of solvents and lawn/pesticide chemicals (including MSDS specifications).
  • Knowledge of applicable South Carolina Gas Codes and Standard Building Codes. -Thorough knowledge of commonly utilized landscaping and lawn care maintenance techniques and practices.
  • Knowledge of the South Carolina Regulatory Authority regulations and safety procedures required for certification as a Basic Gas Operator.
  • Knowledge of the materials and methods used for industrial cleaning operations including familiarity with floor care products, solvents, and other cleaning agents.
  • Knowledge of HUD, federal, state, and local laws and regulations, as well as BHA policies and procedures related to the position.
  • Ability to communicate clearly and effectively with co-workers, residents, and the public.
  • Ability to establish and maintain effective working relationships with co-workers, vendors, consultants, contractors, tenants, HUD, and community partners; ability to communicate with people from a broad range of socio-economic backgrounds.
  • Ability to accurately troubleshoot and repair all aspects of building maintenance including appliances, electrical systems and components, heating and air conditioning units and plumbing fixtures.
  • Ability to effectively assist in the training and education of less experienced maintenance staff.
  • Ability to consistently follow established BHA policies and procedures.
  • Ability to plan and organize job assignments in an efficient manner and accurately document all time and materials utilized for maintenance related activities.
  • Ability to perform the physically demanding aspects of the job in a variety of weather conditions and environments outside the standard office setting.
  • Skill in the care and use of power and hand tools and equipment associated with routine and preventive maintenance activities.
  • Ability to exchange information in person, in writing, electronically and via telephone.
  • Ability to successfully operate a variety of appliable hand-held tools and devices; ability to learn the use of other tools and devices as required.
  • Ability to sit, stand, walk, stoop, kneel, crouch or crawl.
  • Skill in the operation of motor vehicles including pick-up trucks and automobiles.

Education and/or Experience 
High School Diploma, GED, or vocational/technical training equivalent and minimum of three (3) years of experience in skilled trade, building/facility maintenance, or other related experience in a maintenance skilled capacity. An equivalent combination of education and experience may be considered.

This position requires regular driving for business purposes. Possession of a valid South Carolina driver's license and the ability to be insured at standard vehicle liability rates is required.

Necessary Special Requirements

  • HVAC Certification.
  • EPA Universal Certification.

  • Must pass a background check and drug test.
  • This position is considered "safety sensitive" and is subject to random testing.
