Summary
The HCV Program Administrator position is responsible for providing management and leadership required to support the daily operations of the Housing Choice Voucher Program in accordance with existing HUD regulations. The position responsibilities include a wide range of activities related to performance and regulatory compliance. Work is performed in a fast-paced, high volume transaction environment; the position will be required to establish data integrity through risk analysis, data evaluation and reporting. The position assists the Executive Director in managing the administrative and operational aspects of the Housing Choice Voucher Program while ensuring the delivery of excellent customer service.

Essential Duties and Responsibilities
Assist in managing and coordinating the operation of the Housing Choice Voucher Program to ensure the administration of these programs meet all HUD regulations and comply with BHA policies. Oversight includes:

  • Supervises and assists staff who execute and maintain contracts between property owners and residents, supervising the receipt and processing of applications for housing and ensuring the timely electronic submittal of housing data.
  • Oversight of the calculation of rents, update and maintenance of utility allowances, conducts rent reasonableness surveys, oversees and assists with annual and interim interviews with residents, and ensures the accuracy of monthly payment to property owners.
  • Exercises initiative and independent judgment within established HUD and housing authority regulations, procedures, and policies and conducts periodic random audits of completed work to ensure the accuracy and thoroughness of support staffs' work.
  • Researches, develops and maintains all Housing Choice Voucher and related program procedures and control systems.
  • Hires and trains all support staff and conducts performance evaluations to document compliance with established performance objectives.
  • Supervises and assists with the receipt and processing of applications from individuals and families requesting rental assistance.
  • Ensures that families are determined to be eligible for housing assistance, thereby eliminating the loss of administrative fees and ensures the efficient expenditure of program funds.
  • Oversee the execution of housing contracts between eligible housing applicants and property owners participating in rental assistance programs.
  • Oversees the electronic submission of Tenant Records to HUD on a semi-monthly basis and ensures the timely follow up and correction of errors on previous submission.
  • Electronically submit the Section 8 Management Assessment Program Certification on an annual basis in accordance with established deadlines and reporting requirements
  • Supervises the inspection of properties for prospective and/or current property owners and personally inspects 5% of the annual inspections to ensure compliance with Housing Quality Standards and meet Management Assessment Program (SEMAP) requirements.
  • Prepares monthly and interim rent roll reports and supporting statistical information pertaining to the number of leased vouchers, "hard to house" families and earned administrative fees.
  • Prepares reports for HUD and the Board of Commissioners as directed by the Executive Director.
  • Oversees and assists with conducting briefing sessions to recruit new landlords to participate in the Rental Assistance Program and explaining move in procedures to residents and property owners.
  • Conducts surveys and prepares reports to document and establish fair market rents for the Housing Choice Voucher program.
  • Periodically audits the calculation of rental payments and thoroughness of file documentation to ensure compliance with program regulations and departmental rules and procedures.
  • Maintains ledgers, files, and other documents in support of program activities; assists in processing monthly and interim landlord payments.
  • Receives, investigates and resolves resident and/or landlord issues pertaining to housing conditions, maintenance needs and/or contract violations.
  • Assists with referring residents and applicants to appropriate community resource programs for assistance when necessary.
  • Pursues termination proceedings for failure to comply with program regulations and/or lease in a clear and concise manner.
  • Assists with the preparation of the Housing Choice Voucher departmental budget and ensures that expenditures are in compliance with current budget allocations
  • Assumes primary responsibility for the coordination of all portability activities for program recipients moving into or out of the area.
  • Organizes and maintains all program required/related records and files.
  • Remains current on assisted housing regulations, landlord tenant law and related issues.
  • Monitor and seek to improve customer service delivery.
  • Serve as a point of contact to resolve non-routine issues for participants and landlords/owners.
  • Monitor production, quality control and data integrity of transactions completed by staff.
  • Ensure staff compliance of BHA's Administrative Plan, Standard Operating Procedures and HUD regulations.
  • Provide and/or monitor reports monthly to ensure integrity in the HAP process to include but not limited to Abatement Reports, HAPs on Hold; Expired Vouchers; and Zero HAP Payment.
  • Work collaboratively to prepare and maintain VMS reports and supporting documentation and ensures VMS information is correct and accurate.
  • Supervise and review work of staff as assigned.
  • Determine staff training needs; coordinates training opportunities, develop training plans.
  • Complete staff performance plans, evaluations, and any disciplinary actions.
  • Hires and trains all support staff and conducts performance evaluations to document compliance with established performance objectives.
  • Monitor and seek to improve customer service delivery.
  • Serve as a point of contact to resolve non-routine issues for participants and landlords/owners.
  • Performs other duties as assigned.

Required Skills

  1. Knowledge of federal, state, and local rules, regulations and standards related to subsidized housing, and of federal Housing Quality Standards and some local building codes.
  2. Knowledge of the range of HUD regulations, principles, and practices governing public housing administration, Section 8 Housing Choice Voucher programs.
  3. Ability to communicate effectively both orally and in writing.
  4. Knowledge of, and skilled in, risk analysis and data evaluation.
  5. Knowledge of the Americans and Disabilities Act (ADA) as it pertains to the accessibility of dwelling structures.
  6. Working knowledge of tenant/landlord law and contract administration.
  7. Demonstrated ability to work with a diverse, low-income population and communicate effectively with a variety of clients, landlords, staff and visitors, in a variety of situations; and to supervise others in the performance of their specified duties.

Physical Effort
The incumbent typically performs work in an office environment. The employee must be physically able to operate a variety of office machines; must be able to move or carry objects or materials weighing up to 25 lbs.; and must be able to walk, stoop, bend or stand for moderate periods of time.

Minimum Qualifications
Bachelor's degree in business administration, public administration, housing management or related field. A master's degree is highly desirable. Three (3) to five (5) years of experience working directly in affordable housing but will consider an equivalent combination of training and experience which provides the required skills, knowledge, and abilities. Must have at least three (3) years of managing supervisory-level staff.

Necessary Special Requirements
Possession of a valid South Carolina driver's license and the ability to be insured at standard vehicle liability rates. Must have certification in NSPIRE, CSO-HCV, or CSEC-HCV or obtain certifications within six (6) months of employment.

Other Requirements
Must pass a background check and drug test. The position is considered "safety sensitive" and is subject to random testing.
